WASHINGTON (AP)--African Union nations have committed about 4,000 troops for a Somalia peacekeeping force and the first deployments could come as early as next week, a senior U.S. State Department official said Tuesday.
Uganda has offered 1,500 troops, while smaller numbers are expected from Nigeria and Burundi, Assistant Secretary of State Jendayi Frazer told a Senate Foreign Relations subcommittee on African affairs. Offers of training have come from Rwanda and Tanzania, she said. She added that the A.U. force could evolve into a U.N. force within six months.
Frazer said it was imperative that the A.U. forces begin deploying before Ethiopian forces complete their phased withdrawal from Somalia, lest a power vacuum be created in the interim.
The U.S. is providing $100 million in assistance for Somalia during 2007. Frazer said the U.S. military is working with the Ugandans to provide airlift and command and control.
(Jendayi Frazer is a Condi protégé. Critics believe Frazer has problems due to "poor analysis, micromanaging and an unwillingness to acknowledge that covering Africa requires her to delegate authority.")

I think Frazer is like many - pushing for the UN to take care of Darfur for US. "... a U.N. "Blue Hat" contingent is more realistic and would save more lives" she said. The "blue hat" special, clean up in aisle A, please.
Ethiopia in Somalia, whether CIA or pentagon run, or both, is still US intervention. Though I would hesitate to claim victory at this time and think we won anything in Somalia.
"a thousand places where people in Africa wanted us to intervene with ground troops" - that has often been the US global excuse. The people begging are not the "people" ... South Vietnam people begged, Bautista's people begged, Somoza's people begged for intervention, Granada people begged, El Salvador's people begged, Columbia, Liberia, Haiti... endless list of the "people".

The ruling classes don't givashit about Africa's people (i.e. Rwanda), but will pretend to if they must, to control the resources they sit on (i.e. Afghanistan, Iraq, Columbia).
