The New Intel Reform or Is It?
"A reliable source" mentioned in passing (otherwise I would ignore) the following : "...I'm sure its all done under the guise of homeland security. but you know whats funny about Homeland Security? You ever hear of the OSG? It was developed during Reagan, a group under the CIA that brought all the intel agencies together to share intel on how to counter terrorism.... they act like nothing like this had been done before when they created homeland security after 9-11. They addressed this back in the mid 80s and did the same thing, now they behave as if it's something new."
According to NARA Reagan signed 381 Executive Orders during his presidency. EO #12333 United States Intelligence Activities. A maze of executive orders but the gist of it is that yes, basically BushOne set up an umbrella of intel groups under his control.
In December 1981 BushOne is made chairman of the Special Situation Group, responsible for crisis management. In April 1982 NSDD-30 puts BushOne in control of convening the SSG in managing terrorist incidents. There's even mention of FAA if an incident involves domestic terrorist hijackings (who could imagine - Condi). To support the SSG a Terrorist Incident Working Group was established. This group consisted of representatives from State, DCI, DOD, FBI, FEMA, NSC and any others deemed necessary. Throughout the 1980s a lot of intel directives going on.
Remember when BushTwo threatened to veto any bill that didn't give him absolute power and authority over Homeland Security. "Make no mistake: if what the Senate (passes) in that narrow vote were to come to the president's desk it will be vetoed, '' White House press secretary Ari Fleischer said Wednesday. "The president will be effectively prevented from making decisions based on national security no matter how urgent a crisis we find ourselves in," Fleischer said. How about that. Is that an Enabling Act? aka 'Law for Removing the Distress of the People of the Third....
When BushOne built his gnarly intel "Group" 20+ years ago, where did it go? Out of the closet dressed up as Homeland Security, or when BushOne lost re-election did they packup and go home? I bet Porter Goss knows.
Homeland Security Department will have 180,000 personnel and 600 in the Office of the Director of National Intelligence (DNI) with the stated goal to "centralize planning and to coordinate government resources to thwart a catastrophic terrorist attack on U.S. soil." US intel makes mentor Reinhard Gehlen proud. I'm real curious as to who will be appointed DNI to lead all the thwarting and remove the distress.
